The Spartan Program didn't start out as 5th branch of the United States Space Command Defence Force. It started out as one of those programs during the Insurrection. One of those programs trying to find the magic bullet.
The main credited creator of the Spartans is Doctor Catherine Elizabeth Halsey. She taught them to be heroes.
"First we taught them to be silent. Then, we taught them how to be Spartans."
Halsey's work was to deal with the Insurrection. It was not to fight an alien collec

The whole coliseum rumbled as King Dedede struck against the ground, making hundreds of apples and worms come out of the Twin Woods. He inhaled everything that came out, then one-by-one shot apples and bugs like a machine-gun.
Aimed at Meta Knight, most of them hit the Twin Woods, the ones that didn't getting slashed by MK.
The silent knight swiftly slashed one of the sentient trees, rendering it helpless. King Dedede struck the other with his rocket powered hammer, doing the same as MK.
Immediately, the two turned on each other.
